A Highway authority is an organisation with legal responsiblity for maintaining public roads. Their boundaries frequently, but not always, follow the boundaries of local authorities.

Local authority boundaries are represented in MAST by the Geography hierarchy.

Strategic Roads are managed directly by government agencies such as the Highways Agency, and are not the responsibility of local highway authorities.
